
Sangsad Bhaban, June 27 (UNB) - Veteran parliamentarian Suranjit Sengupta on Sunday said that opposition leader Khaleda Zia’s presentation of a shadow budget outside Parliament was a “plot to create” another 1/11.
“I can foresee the syndromes of 1/11,” he said participating in general discussion in the House on the national budget for fiscal 2010-11.
Sengupta, a member of the Advisory Council of Awami League, cast doubt over the intention of the announcement of a shadow budget, saying that “it was to create an anarchic situation in the country.”
Questioning the motive of Begum Zia in placing the shadow budget at a five-star hotel in the capital, he said what could be the reason for taking the constitution to a hotel.
“Mosque is the place for offering Juma’ prayer, court is for making judgment and parliament is the place for presenting a budget,” he said.
Referring to the convention of presenting a shadow budget, Sengupta said it was practiced in 70’s in parliaments of the west.
He said the shadow budgets were used to be placed in those western democracies after the announcement of original budgets.
Praising the budgetary measures as the budget for boosting rural economy, Sengupta said that through this budget the capital will now go to the rural areas from the urban areas.
He mentioned that after 1975 the capital was taken away from the rural areas to the urban areas.
“This is the time when we have to take the capital to the 95 percent people of the country from the 5 percent,” he said.
About criticisms against the budget being highly ambitious, he said that the budget is not highly ambitious, but it generates high expectation. “Without expectation how will you achieve higher growth?”
The AL lawmaker requested the Finance Minister to scrap the proposed tax on savings certificate and reduce SIM tax from Tk 800 to Tk 100.
About the power sector, he said it would have been better if the government could think about this sector immediately after taking the office.
