
Dhaka, Aug 30 (UNB)-Bangladesh Power Development Board (PDB) and NTPC of India Monday signed an agreement in New Delhi to set up a 1320 MW Power project in joint venture in Bangladesh.
Bangladesh High Commissioner to India Tariq A Karim, Indian Power Secretary P Uma Sankar, PDB chairman ASM Alamgir Kabir were present at the MOU signing ceremony.
A. K. Sharma GM (I/C), Consultancy Wing and Abul Quasem, Chief Engineer (Generation) signed the MoU on behalf of their respective governments of India and Bangladesh.
According to the MoU, a copy of which is available to UNB, the governments of India and Bangladesh will facilitate joint co-operation between PDB and NTPC for power generation, transmission, energy efficiency and development of various types of renewable energy.
The two governments will facilitate investments in each other’s country in the fields of power generation and transmission, including joint venture investments subject to their existing policies and legislation.
Earlier, the Indo-Bangladesh Joint Steering Committee on Power Sector held a meeting in New Delhi on January 12 when it was agreed that NTPC and BPDB will co-operate with each other and enter into a MoU to move the co-operation in the area of power generation in Bangladesh.
The MoU envisages that NTPC being the government utility of India will provide assistance to PDB on bilateral basis for feasible efficiency improvement of its underperforming power stations.
NTPC will assess the feasibility (including size, location and fuel delivery arrangement) of establishing coal-based power stations.
It will improve the human resources through training and development, and possible development of power generation projects, especially one coal based project in joint venture.
The NTPC may provide engineering consultancy service to PDB for feasibility studies, site selection, technology selection, sizing of units, engineering design and specification for procurement of equipments and systems for developing two coal based power projects of approximately 1320 MW each in Khulna and in Chittagong areas.
This may include preparation of detail plan for the renovation and modernization of the identified units or power stations and provide engineering as well as project management advisory support for implementation of the renovation and modernization plan.
According to the MoU PDB may also procure engineering consultancy services from NTPC for the development of other new / additional coal / gas / liquid fuel based/renewable new power generation Projects.
NTPC may provide long-term Operation and Maintenance Consultancy services to PDB for its underperforming power stations to improve their operating efficiency and availability of such stations.
The MoU says NTPC may carry out Operation and Maintenance on a long term service contract of PDB’s Power stations.
It says NTPC may carry out technical assessment of PDB’s old power stations, as identified by PDB, for effecting efficiency improvement.
This may include preparation of detailed plan for the Renovation and Modernization of the identified units/power stations and providing engineering as well as project management support for implementation of the Renovation and Modernization plans.
According to MoU NTPC may provide training to power professionals from PDB through the existing training modules of NTPC, prepare long-term plans for PDB to utilize NTPC’s training facilities through tailor made programs.
NTPC would conduct Training Need Analysis (TNA) of PDB engineers and other power professionals and simulator training on combined cycle gas turbine as well as coal fired power stations for improvement of Operation and Maintenance skill.
It will assess existing training facilities of PDB in Bangladesh and provide recommendations and assistance on strengthening and up-gradation of such facilities and program.
The MoU envisages development of one imported or domestic coal based power project in joint venture.
The coal based power project in Khulna area may be developed in joint venture between NTPC and BPDB with 50:50 equity participation subject to techno-commercial feasibility and necessary approvals.
A Joint Technical Team constituted with equal representation from both PDB and NTPC, shall steer the implementation of the MoU.
