
Dhaka, Sept 6 (UNB) - The Cabinet on Monday approved the draft of Industrial Policy ’2010 which aims at increasing industrialization in
the country and maintaining a balanced control over the national economy.
The 83rd meeting of the cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair also approved a proposal on Power and Energy Quick Supply (special provision) Bill ’2010.
Briefing newsmen at the PID conference room, Prime Minister’s Press Secretary Abul Kalam Azad said that under the new Industry Policy the government will provide assistance to the sick industries of the country.
He said the government has adopted the new Industrial Policy to keep pace with the rapid modernization and digitization of the
technologies in Bangladesh. The industry policy of 2005 has been amended to formulate the new one, he added.
Addressing the agenda at the meeting, the Prime Minister emphasized on continuous balanced partnership and advancement of public-private entrepreneurship for rapid industrialization and development of the country, Azad said.
In the context of the recent global economic recession, the government also wants to keep the national economy under control to
protect the people from negative impacts of any further economic downturn.
The new industry policy will play a good role to attain that control, the PM’s press secretary said.
On the Power and Energy Quick Supply (special provision) Bill ’2010, he said the draft of the Bill was approved so that the government
could take quick decision on power and energy production and supply.
According to papers presented in the cabinet meeting, the government thinks that the existing laws are not effective enough to quickly
formulate and implement development projects for increasing production and supply of electricity.
The government has taken up various projects including installation of power plants on rental, quick rental and also on captive power
basis.
Besides, various projects have been taken up for repairing the existing power plants, increasing use of renewable energy and saving
of energy.
“Under such a circumstance, the existing laws are not effective enough. For quick adoption and implementation of power projects,
formulating special provisions has become inevitable,” the cabinet was told.
The proposed bill has 14 clauses under which the government will depend on digital systems including use of e-mail and websites to end
all official process to install new power plants on urgent basis. It will remain effective for the next two years.
Besides, the cabinet approved the amended draft of the Local Government Municipality Bill in a bid to expedite arrangement of
municipality elections.
The PM’s Press Secretary said that out of the 308 municipalities (pourasava), 272 have ended their tenure while the others are also on
the verge of ending tenure.
The Cabinet also approved a proposal ratifying the Bilateral Capital Investment, Development and Preservation Agreement signed between Bangladesh and Denmark.
The cabinet further approved a proposal to add new paragraph into the Memorandum of Understanding (MOU) signed between Bangladesh and Oman on exporting manpower from Bangladesh.
Another proposal to sign bilateral protocol agreement on Preservation of Tigers of the Sundarbans between Bangladesh and India was also approved in the cabinet, Azad said.
Besides, the cabinet approved another proposal on the Disclosure of Information Related to Public Interest (Giving Protection) Bill ’2010.
