Businesses demand permanent authorized officer in Ctg Joint Stock Companies office

Dhaka, Jan 11 (UNB) - Businesspeople in Chittagong face manifold problems as the Chittagong office of the Registrar of Joint Stock Companies and Firms, the sole authority which facilitates formation of companies and keeps track of all ownership related issues, has failed to deliver the desired services.

Business leaders of the country’s commercial capital alleged that their repeated request for a permanent authorized officer in Chittagong went unheeded though they have long been demanding this.

They said it is meaningless to keep an office operational in Chittagong if there is no authorized officer whose signature is a must for accomplishing the task of company formation.

Parimalendu Bhattacharya, who is working as Deputy Registrar (in-charge) in the Chittagong office, mostly stays in Dhaka and attends his office in Chittagong only one day (Thursday) in each week.

Eleven districts - Feni, Khagrachhari, Lakshmipur, Noakhali, Rangamati, Bandarban, Brahmanbaria, Chandpur, Chittagong, Comilla and Cox’s Bazar - fall under the jurisdiction of Chittagong office of the Registrar of Joint Stock Companies and Firms.

Talking to UNB, Chittagong Chamber of Commerce and Industry (CCCI) president Morshed Murad Ibrahim said businesses in Chittagong are gradually expanding that necessitates an active Joint Stock Companies office.

“Work on company formation remains pending here for long. Nobody is here to sign the requisite papers,” he said.

The CCCI president said they will send a letter to the Commerce Ministry to take immediate steps in this regard.

BGMEA first vice president Nasir Uddin Chowdhury said: “It’s no way acceptable. We’ve been demanding for a full-fledged office of the Registrar of Joint Stock Companies and Firms in Chittagong.”

FBCCI director SM Nurul Haque said they want a full-time Deputy Registrar. “You see, people are forced to go to Dhaka. Some 50 percent new companies are getting registration from Dhaka.”

He said he talked to Commerce Secretary M Golam Hossain in this regard a couple of days back but have not yet received any feedback. “I also sent a letter to him.”

Former FBCCI director Amirul Haque said they want at least a permanent assistant registrar in Chittagong. “And it should be done immediately as Chittagong is the most important city commercially.”

When contacted, deputy registrar (in-charge) Parimalendu Bhattacharya admitted that he visits Chittagong every Thursday and mostly performs his duty from Dhaka.

“We don’t have too much work in Chittagong. Mostly we sit idle there and pass time reading newspapers. That’s why I stay in Dhaka,” he said.

Office of the Registrar of Joint Stock Companies and Firms deals with private companies, public companies, foreign companies, trade organizations, societies and partnership firms. It grants registration and ensures lawful administration of the entities under the provisions of applicable act as under Companies and Trade Organizations: Companies Act, 1994 (Amendment of Companies Act 1913).

After the partition in 1947, the Office of the Registrar of Joint Stock Companies & Firms under the Ministry of Commerce was first set up in Chittagong, but the office was transferred to Dhaka in 1962.
