ECNEC approve four projects worth Tk 23,608 crore

Dhaka, Aug 2 (UNB) - The Executive Committee of the National Economic Council (ECNEC) on Tuesday approved four development projects with total outlay of Tk 23,608 crore, including a huge one for ensuring standard primary education in the country.

With Prime Minister Sheikh Hasina in the chair, the ECNEC gave the approval at its first meeting of the current fiscal year held at the NEC conference room in city’s Sher-e-Bangla Nagar.

“Of the total project costs of Tk 23,608 crore, Tk 19,181 crore will come from the government funds while Tk 4,427 crore as project assistance,” said Planning Secretary M Monzur Hossain while briefing reporters after the meeting.

He said that the Third Primary Education Development Programme (PEDP-3) costing Tk 22,197 crore will be implemented under the Primary and Mass Education Ministry.

Of the total, Tk 18,809 crore will be financed from the government exchequer and Tk 3388 crore will come as project assistance.

Out of the project assistance part of Tk 3388 crore, Tk 1867 crore will come in the form of a loan from the Asian Development Bank and the World Bank. The remaining Tk 1521 crore will come as grant from the EU, DFID, Swedish CIDA, Canadian CIDA, JICA, UNICEF and USAID.

Negotiations regarding the loan with the World Bank were completed on May 26 this year and with the Asian Development Bank (ADB) on May 30. Finalization of the loan agreements is under process.

The project is scheduled to be implemented across the country during the period July 2011-June 2016.

Replying to a question, the Planning Division Secretary said there was no pressure from the donors for giving approval to the Primary Education Development Programme and it was also recommended by the Planning Commission.

The Third Primary Education Development Programme (PEDP-3) is a follow up of the Second Primary Education Development Programme (PEDP-2), which was completed in June 2011, also under the Primary and Mass Education Ministry.

The major objective of the project is to ensure enrollment of all eligible children in primary schools, completion of their five years education, improving the qualitative standard of teaching at primary schools, ensuring supply of all education related materials to primary school students as well as to impart training to the teachers, officials and employees to enhance their capacity.

The other projects approved in the meeting are Strengthening Governance Management Project (NBR Part, Component A: Online Filing and Digitization of Tax Returns, Component C: Establishment of Taxpayers Information and Service Centers to be implemented under the International Resources Division (Tk 79 crore), city regions development project under the Local Government and Rural Division (Tk 1305 crore) and solar power system irrigation pump and solar home system project (Tk 27 crore).

Planning Minister AK Khandker, Agriculture Minister Matia Chowdhury, LGRD Minister Syed Ashraful Islam and Advisers to the Prime Minister attended the meeting.
