Bhola IPP project: Lancon Infratech-S Alam Consortium likely get Cabinet Purchase body nod

Dhaka, Mar 8 (UNB) - The Consortium of Lanco Infratech Ltd and S Alam Steels Ltd is likely to get the contract for Bhola 150-225 MW gas-fired combined cycle power plant.

State-owned Power Development Board (PDB) will implement the project. The private sponsor will execute the scheme as independent power producer (IPP) plant from which the PDB will purchase electricity for next 22 years time.

Power Ministry officials said they have already moved a proposal in this regard seeking approval of the Cabinet Purchase Committee that is scheduled to meet on March 11 (Sunday).

According to official sources, Lancon Infratech-S Alam Consortium has become the first-ranked responsive bidder after its competition with ETERN-CCCE-CHDHK Consortium.

Lancon Infratech-S Alam Consortium quoted the readout levelized tariff at 3.8349 US cents per kilowatt hour (each unit of power) while ETERN-CCCE-CHDHK Consortium’s offer was 3.9503 US cents.

In local currency, the Lancon Infratech-S Alam Consortium’s tariff is Tk 2.7994 while ETERN-CCCE-CHDHK Consortium’s tariff is Tk 2.8837. The US dollar exchange rate was calculated at Tk 73 in case of both the offers.

The plant’s production capacity of both the bidders is almost same at 217 MW.

This is the second time PDB had invited tender for the Bhola IPP project. Earlier, a Malaysia-Bangladesh joint venture Ranhill-STS Consortium obtained the project in the first tender in 2011.

But, the Ranhill-STS Consortium later withdrew itself from the project. They rejected to sign the project deals and sought compensation worth one million US dollars from PDB showing an excuse of non-confirmation of gas supply.
