India advised to rethink military laws in Kashmir

SRINAGAR, India, May 24 (AP/UNB) - Mediators appointed to review the status of Kashmir say India should reconsider harsh military laws imposed on the disputed territory as a way to defuse tensions.

But the team appointed by India rejects the idea that Kashmir should be given autonomy, despite decades of separatist unrest and rival claims to the territory by neighboring Pakistan.

Instead, the report issued Thursday reaffirms Kashmir's "dual character" within India and right to its own constitution and flag.

Separatists are likely to reject the report as legitimizing what they call a military occupation by 700,000 Indian troops.

The report calls the troop presence intrusive and says troops need training to "respect the dignity of citizens."
