Ministry again moves Turkish firm’s bid for Cox’s Bazar Airport dev work
Dhaka, June 18 (UNB) – Civil Aviation and Tourism Ministry has once again placed its proposal to the Cabinet Purchase Committee to consider a Turkish firm’s bid proposal to get the first phase development work of Cox’s Bazar Airport.
The Cabinet Purchase body is scheduled to consider the matter on Wednesday next.
In a previous meeting on May 20 this year, the Civil Aviation Ministry placed the same proposal for approval. But the Cabinet body refrained from giving its nod to the Turkish company’s bid because of some objections raised by its competitor bidder which is a joint-venture bid of a local and a Malaysian company.
Instead, the Cabinet body asked the Civil Aviation and Tourism Ministry to give some clarifications on the objections and place the proposal again at its meeting.
The government about two year back took up a project move to improve the capacity of Cox’s Bazar Airport in order to facilitate tourism in the beach city. It floated a tender for the development works.
According to official sources, Turkish firm Kuanta Insaat Taahhut Elek Tro in/c.Turke has come out to be the first lowest responsive bidder in the tender offering a cost of Tk 416.04 crore.
The second lowest bidder was joint venture of local firm Abul Momem Limited and Malaysian firm Trans Resources Corporation Snd Bhd (AML-TRCSB) which offered the contract value at Tk 447.43 crore. The offer was found to be higher by about Tk 31.39 crore.
But, when the Civil Aviation and Tourism Ministry moved the Turkish bidder‘s tender proposal to Cabinet body for approval, the AML-TRCSB raised the objection bringing an allegation that the Kuanta has no experience in runway pavement construction works.
Taking into consideration the allegation, the Cabinet body asked the ministry to verify the matter through Bangladesh Embassy in Turkey. Accordingly, the Bangladesh Embassy verified the matter and informed the ministry that the Kuanta has a prior work experience of airfield pavement of US Airbase in Iraq.
After this verification, now the Civil Aviation Ministry again moved the Turkish firm’s proposal to the Cabinet Purchase body.
Civil Aviation Ministry officials claimed they have already made some investigations and prepared the required clarifications about the said objections.
