
Dhaka, June 25 (UNB) – Workers Party president Rashed Khan Menon on Monday criticised the provision to hold election three months before Parliament completes its five-year tenure and wanted to know what will happen to the House during the remaining three months.
“The interim government can be a lame duck, but Parliament can't be the lame duck. It should be mentioned that there will be no session during the period,” he told the House while taking part in discussion on the proposed budget for the next fiscal 2012-13.
Lame duck (in politics) is an elected official who is approaching the end of his or her tenure, and especially an official whose successor has already been elected.
As per the restored provision in the Constitution, the interim government will take over charge by October 25, 2013 while national elections will be held by January 25, 2014.
Menon urged the government to frame the structure of the interim government. He said, “We can take the experience of India into consideration. Election Commission is the Supreme authority. The debate on whether it will be partisan government or non-partisan government is meaningless.”
He also urged the opposition BNP to place its proposal in the parliament regarding the structure of the interim government if they want election and change of power through election. He said: “Let’s discuss… if necessary come up with a private bill.”
The Workers Party president said the debate over caretaker government system is hindering the pace of economic progress in the country. “Doubt and suspicion have been created centering the election which is our achievement of struggle.”
On electricity situation, he said: “I won’t talk about the electricity issue. If I talk about it, the Prime Minister will be displeased and Suranjit Babu will stand up to fulfill his desire of getting back his lost kingdom.”
About the black money whitening provision, Menon said: “Don’t destroy morality in the name of becoming realistic. It’s not acceptable that everything will be pardoned with 10 percent penalty.”
He alleged that the Finance Minister squarely stood in favour of the ‘evils’ of ‘naughty’ market. He said: “It’s a proof how the plunderers of assets escape.”
On recent RMG unrest, Menon said: “You talk about trade union leaders and left trade unions, but you keep mum when Dan Mozena (US ambassador) turns trade union leader.”
He suggested the government to increase the individual income tax ceiling to at least Tk 2 lakh from the proposed Tk 1.8 lakh considering the sufferings of low-income group. He also demanded withdrawal of tax on the mobile-phone calls talk-time and opposed the minimum payable tax of Tk 3,000.
