Budget unrealistic basket full of rhetoric: BNP
It says govt has no administrative competency to implement

Dhaka, June 25 (UNB) – Eighteen days after its placement in parliament, the main opposition BNP on Monday termed the Tk 191,738 crore national budget for fiscal 2012-13 unrealistic and full of rhetoric.
The party also thinks the Awami League-led grand alliance government is not capable to implement this big budget as it has destroyed its administrative competency at all levels through politicistion.
BNP came up with its formal reaction to the proposed budget at a press conference at its chairperson’s Gulshan office.
MK Anwar red out a written statement at the press conference titled ‘The proposed Budget 2012-13: BNP’s Reaction’. Another party standing committee member Dr Moyeen Khan, BNP Chairperson’s Adviser Dr Osman Farruk and BNP leader Sabihuddin Ahmed were, among others, present at the press conference and replied to various questions from journalists.
On June 7, Finance Minister AMA Muhith placed the budget in parliament for the next fiscal projecting a 7.2 percent GDP growth amid the boycott of BNP. The proposed budget is scheduled to be to be passed on June 28.
The size of the proposed budget for the fiscal 2012-13 is also Tk 30,525 crore, or 18.93 percent higher than the Tk 161,213 crore revised budget of the outgoing fiscal.
Addressing the press conference, MK Anwar said though the size of the budget is not too big compared to the necessity of the country, it will be very difficult for the government to implement it due to its poor ability to finance, incompetent administration and lack of political good will and promises.
He stressed the need for political stability for implementation of the budget and overcome the economic challenges.
Anwar said though the finance minister in his 159-page budget speech voiced many hopes and aspirations, he did not give any specific guidelines on its implementation.
“The budget also lacks direction to increase investment and tackle economic challenges and restore financial discipline,” he said adding that this budget will only help widen the gape between the poor and the rich and deepen the economic crisis.
Terming corruption and lack of good governance the main obstacles to development, the former agriculture minister said Muhith did not tell how they will restore political stability, establish god governance and check corruption.
The present bad shape of the economy and political instability turned the budget into an unrealistic basket full of rhetoric, he observed.
“This is unfortunate for the country that the government has taken a position in favour of the corrupt although the World Bank and other development partners suspended funding for the Padma Bridge and many other projects bringing allegations of corruption,“ the retired bureaucrat-turned politician said.
Anwar said there was no good news for lower-income and middle-income people and not even for the business community in the budget. “The main target of the budget is to collect tax indiscriminately from the poor, businesspeople, professionals, banks and insurances and other financial institutions for implementing the budget.”
