Dhaka, July 10 (UNB) – Prime Minister Sheikh Hasina on Tuesday asked the Deputy Commissioners (DCs) to perform their duties sincerely for the welfare of the common people as well as to give special attention to rural development and creating more employments.

"Remember, the facilities you get, including salaries and allowances, come from the incomes of the common people. Your main objective should be to work for them and you should keep this in mind all the time,” she told the DCs while addressing the inaugural session of the 3-day Deputy Commissioners Conference 2012 at her office.

PM’s adviser on Public Administration Affairs HT Imam, Divisional Commissioner of Rajshahi Abdul Mannan, Deputy Commissioner of Naogaon Dr. Mosammat Nazman Ara Khanam, DC of Dinajpur M Jamal Uddin Ahmed, and DC of Dhaka M Muhibul Haque , among others, spoke on the occasion.

Cabinet Secretary M Musharraf Hossain Bhuiyan delivered the address of welcome.

Urging the DCs to be the servants (sebok) of the common people, the Prime Minister also sought their cooperation in fulfilling the pledges of the government given to the common people.

She stressed starting the development works from the very beginning of the fiscal year and also urged the DCs to enforce the Vested Property Return (amendment) Act 2011 properly in their respective areas.

Hasina also urged them to contribute to the augmentation of agricultural land and take steps to transform fallow land into arable ones.

On the much talked-about Padma Bridge project, she categorically said her government will not run after the donors for having funds for the project.

“We’ll stand on our own feet instead of begging. We’ve already decided in the cabinet to begin the construction of Padma Bridge with our own funds. If the donors come forward we’ll take their assistance. But there’ll be no more persuasion.”

The Prime Minister said she has already received many phone calls from different sections of people about the Padma Bridge issue. The callers, including college teachers, school students and upazila parishad chairmen have expressed their interest to donate a portion of their savings and earnings for the construction of the bridge.

About the government’s ongoing move on digitisation of land records, Sheikh Hasina directed the DCs to ensure correct recording of the land so that the real owners are not harassed.

Mentioning that a transparent, accountable and pro-development administration is needed to build a democratic, moderate and non-communal state system, Sheikh Hasina said one stop service, public hearing day, district web portal and video conferencing are playing a supportive role to this end.

Despite the global recession, the Prime Minister mentioned that both FDI and domestic investment has increased as FDI totalled US$ 1.136 billion in 2011.

She said that employment opportunities for more than 75 lakh people have been created alongside a boost in export earnings and a 11-percent growth in remittance.

“The foreign currency reserve reached around $ 10.5 billion and the inflation has also come down to a single digit,” the premier told the programme.

Responding to the criticisms of the rental and quick rental power plants to meet the country’s nagging power crisis, she said some 1.30 crore people came under new power network while 25 lakh new clients got power connections which led to more industrial productions.

“Despite the criticisms, we’ll continue to do all the things which are necessary to ensure welfare of the country,” she said.

Citing the possibility of more flooding in the country, she mentioned that her government has a plan to make necessary arrangements for storing food for 2-3 years along with building area-wise goodowns and silos.

The Prime Minister also urged the DCs to lay emphasis more on constructing planned roads and bridges, popularising solar power system, especially in rural areas, associating with the well-off persons of society in successfully running the school feeding programme, enhancing vigilance in reducing child and women trafficking as well as averting the young generation from drug addiction.

She also renewed her strong commitment to turn Bangladesh into a hunger and poverty free ‘middle-income country’ by 2021 when the country will be observing its golden jubilee of independence.

At the later part of his speech, the Prime Minister formally declared the inauguration of the three-day conference where a total of 24 sessions will be held.

Ministers, advisers to the Prime Minister, secretaries and the Deputy Commissioners were, among others, present at the inaugural session.
