Dhaka, Aug 10 (UNB) – Bangladesh is yet to achieve near cent percent implementation rate in development projects on a sustained basis that is considered a driving force for attaining desired growth.

Since independence, from 1972-73 to fiscal 2011-12, the implementation rate of the revised Annual Development Programme (ADP) showed an erratic trend, varying from 56 percent in 1972-73 to 112 percent in 1989-90, according to available statistics.

The implementation progress of the revised ADP in the last fiscal (2011-12) was 92 percent against a revised ADP allocation of Tk 41,080 crore.

The implementation rate was also 92 percent during the previous fiscal (2010-11) against a revised ADP allocation of Tk 35,880 crore against 1,191 projects,.

According to the Implementation, Monitoring and Evaluation Division (IMED), the expenditure during 2011-12 fiscal was, however, Tk 37,871 crore, an increase of Tk 5,016 crore from Tk 32,855 crore during the fiscal 2010-11.

Talking to UNB correspondent Golam Moin Uddin, Dr Mustafa K Mujeri, Director General of the Bangladesh Institute of Development Studies (BIDS), said that the concerned implementing agencies over the years could not exercise their due implementation capacities. As a result, there has been lack of desired development.

He said the entire ADP process needs to be viewed in a holistic way where real attempts would have to be taken to enhance project implementation capacity side by side addressing the problems in project selection and evaluation process.

“The project selection process in the ADP would have to be modified and the standards scales need to be applied,” he added.

The renowned economist observed that usually there are some problems in project composition like undertaking projects on non-economic consideration, inadequate preparations for proper implementation of projects, lack of fulfilling the pre-conditions for implementing the projects under the ADP, and the trend of hasty inclusion of projects.

Dr Mujeri said that the concerned implementing agencies also have deficiency in their implementation capacity along with deficiencies in the implementation system, problems in rules and regulations and in the land acquisition process which often lead to delay in projects.

After achieving a 91 percent implementation progress in the 2005-06 fiscal, the rate came down to 83 percent in the next fiscal (2006-07) and fell further to 82 percent in fiscal 2007-08.

The revised ADP implementation rate, however, reached 86 percent in fiscal 2008-09.

Analysing the IMED statistics, it was found that the implementation rate reached 100 percent and over in four fiscal years.

The rate first hit 104 percent in fiscal 1977-78 against the revised ADP allocation of Tk 1,203 crore for 1,519 projects. And three years later, the revised ADP implementation rate reached 100 percent in fiscal 1980-81 against the allocation of Tk 2,369 crore for 1,550 projects.

“The implementation rate generally stands below 100 percent, but sometimes it crosses 100 percent due to rolling of projects into another year,” an IMED official said.

During the later part of the Ershad regime, the ADP implementation rate hit 101 percent in fiscal 1988-89 against the revised allocation of Tk 4,596 crore for 929 projects.

The implementation rate, however, hit a record high of 112 percent in fiscal 1989-90 against the revised ADP allocation of Tk 5,103 crore for 925 projects.

As per the statistics, the country achieved a commendable 90-99 percent implementation progress in the following fiscal years: 94 percent in 1974-75, 1993-94, 1996-97 and 1999-2000 fiscal; 99 percent in 1976-77 fiscal, 93 percent in  1978-79 fiscal, 91 percent in 2009-10, 1984-85 and 2005-06 fiscal; 98 percent in 1986-87 fiscal, 92 percent in 2010-11, 2011-12, 1994-95  and 2004-05 fiscal, 96 percent in 1995-96 fiscal, and 90 percent in 1997-98 and 2002-03.
